Topic A: Prison reform in developing nations
How can we improve the security in prisons where the criminals dominate the guards? As a committee, your goal is to improve the security of these prisons in order for them to operate effectively. In addition to that, you need to find a way to finance better living conditions for the prisoners in order for every prison to follow the human rights standards determined by the United Nations. It is your job as a committee to make resolutions that will improve the living conditions and security in prisons throughout Latin America.
Topic B: Small arms proliferation in non-combat zones
As a committee you need to come up with a solution to the problem of small arms use in non-combat zones. This means that you need to deal with the smuggling of arms in particular. You will need to decide the best way to do things like combat the trade of small arms on the black market, establish a more effective border patrol system, and establish a way of detecting and confiscating illegal arms. You need to take into consideration that each country has different policies and as a committee you need to find a way to satisfy the needs of everyone involved. Remember to play the role of your country and research about the allowance and confiscation of weapons.
